Who did the doctor love the most

Although I counted all three time their lips touch. Rose and the actual Doctor only kiss in The Parting of the Ways when he's attempting to suck the soul of the tardis out of her mouth, because in New Earth he kisses Cassandra in Rose's body and in Journey's End she kisses the meta-crisis doctor.

Just like with Rose I included every kiss, but now I'll sort it out a little bit. Their first kiss in Let's Kill Hitler was her trying to poison and kill him and their kiss in The Angels Take Manhattan was only on the cheek, but the rest of them were entirely authentic.

You can obviously tell that he not only loves and believes in Rose, but trusts her with the fate of the universe and his own life. In an unrelated amazing fact, Billie Piper actually gave David Tennant that shirt

It's hard to trust someone who constantly knows something huge, but can't tell you. In the episode "The Impossible Astronaut/Day of the Moon" the younger doctor says "I love a bad girl me, but trust you? Seriously?' However River receives the #2 envelope meaning eventually he trust her most in the world of anyone other then himself.

Rose: I've been to the year 5 billion, right, but this... no, this is really seeing the future. You just leave us behind. Is that what you're going to do to me?

Rose: But Sarah Jane... you were that close to her once and now... you never even mention her. Why not?
The Doctor: I don't age. I regenerate. But humans decay. You wither and you die. Imagine watching that happen to someone you...

The Doctor: If I kill you, I kill her.  Except that implies, in this big grand scheme of gods and devils, that she’s just a victim. But I’ve seen a lot of this universe. I’ve seen fake gods and bad gods and demigods and would-be gods. And out of all that, out of that whole pantheon, if I believe in one thing, just one thing… I believe in her.

The Doctor: Once the breach is closed, that's it! You will never be able to see her again, your own mother!
Rose: I made my decision a long time ago, and I'm never going to leave you. So, what can I do to help?"

River: You know when you see a photograph of someone you know, but it's from years before you knew them. It's like they're not quite finished—they're not done yet. Well... yes, The Doctor's here. He came when I called just like he always does. But not "my" Doctor. Now my Doctor, I've seen whole armies turn and run away. And he'd just swagger off, back to his TARDIS. And open the doors with a snap of his fingers. The Doctor. In the TARDIS. Next stop: Everywhere.

Amy: You're so his wife.River: Oh, Amy, Amy, Amy. This is the Doctor we're talking about. Do you really think it could be anything that simple?Amy: Yep.

River: You're good. I'm not saying you're right. But you are, very ...good.

The Doctor: Are you married, River?
River: Are you asking?
The Doctor: Yes.
River: Yes.
The Doctor: No. Hang on. Did you think I was asking you to marry me or asking if you were married?
River: Yes.
The Doctor: No, but was that yes or yes?
River: Yes.

River: Richard Milhouse Nixon. Vietnam. Watergate. There's some good stuff too.
The Doctor: Not enough.
River: Hippy.
The Doctor: Archaeologist.

The Doctor: Doctor Song, you've got that face on again.
River: What face?
The Doctor: The "He's hot when he's clever" face.
River: This is my normal face.
The Doctor: Yes it is.
River: Oh, shut up.
The Doctor: Not a chance.

 The Doctor: Find her. Find River Song and tell her something for me.
River: Tell her what? {he whispers to her} Well I'm sure she knows--

River: It was such a big mistake, wasn't it, Madame Kovarian? Take a child, raise her into a perfect psychopath, introduce her to the Doctor. Who else was I going to fall in love with?

The Doctor: River, no one can help me. A fixed point has been altered. Time is disintegrating. 
River: I can't let you die--
The Doctor: But I have to die!
River: Shut up! I can't let you without knowing you are loved. By so many and so much. And by no one more than me.
The Doctor: River, you and I, we know what this means. We are ground zero of an explosion that will engulf all reality. Billions and billions will suffer and die.
River: I'll suffer if I have to kill you. 
The Doctor: More than everything living thing in the universe?!
River: Yes.

Grayle: What's that? What's happening? {the TARDIS sounds outside} Is it an earthquake? What is this!?River: Oh you bad boy. You could burn New York.

Grayle: What does that mean?!

{the tardis crashes into the dimension}

River: Doctor, please listen to me. At least hear me. 
The Doctor: Now, if I don't come back--and I might not--
River: Doctor!
The Doctor: --go to the TARDIS. The fast return protocol should be on. She'll take you home then shut herself down.
River: There has to be another way. Use the TARDIS, use something. Save her, yes. But for God's sake, be sensible! {she goes to slap him and he stops her} How are you even doing that? I'm not really here. 
The Doctor: You're always here to me. And I always listen. And I can always see you.
River: Then why didn't you speak to me? 
The Doctor: Because I thought it would hurt too much.
River: I believe I could have coped.
The Doctor: No. I thought it would hurt me. And I was right. {he kisses her} Since nobody else in this room can see you, God knows how that looked. There is a time to live and a time to sleep. You are an echo, River. Like Clara, like all of this. In the end, my fault, I know. But you should have faded by now.
River: It's hard to leave when you haven't said goodbye. 
The Doctor: Then tell me, because I don't know. How do I say it?
River: There's only one way I would accept. If you ever loved me, say it like you're going to come back.
The Doctor: Well then. See you around, Professor River Song.
River: 'Til the next time, Doctor.

This was a really hard decision. i figured I could pick Rose and piss off all the River fans, pick River and piss off all the Rose fans, or say something like "he loves them both equally" and piss of everyone. Eventually after careful thought I picked River. I explain why below.

I'm a big believer in the theory that while Ten loves Rose, Eleven loves River, but I think he has a very different sort of love for them. He loved Rose as both a lover and friend. They had fun together and never fought and were clearly a dynamic duo if there ever was one. The love he felt for her was passionate love, but what he felt for River was closer to true companion love. Because it's DW that immediately brings up a different image, but the two basic kinds of love are Passionate and Companion. With Rose everything is always passionate and perfect and sweet. With River, they fight and they flirt and at the end of the day they both love and hate each other, but I think what they have is a lot more complex and deeper then what he has with Rose.
