Solution : When light is incident on a surface, it intracts with the atoms of the material of the surface. The frequency of incident light is imparted to these atoms and the atoms start oscillating with the same frequecy. When light is refracted or reflected from the surface, same frequecy is imparted to the light from atoms and hence incident light scatters with the same frequency.
