Here is the way that I think is the simplest method of changing a percentage a fraction.

This percentage has two digits in it, so put it over a 1 and two zeros and then simplify.

35/100 is simplified to 7/20.

Here is another example with a different percentage. Change 25% to a fraction.

25/100 is simplified to 1/4.

Here is another example. Change 5% to a fraction. The is only one digit so put it over a 1 and one zero and then simplify.

5/10 is simplified to 1/2.

Write .35 as

Multiply both the numerator and denominator by 10 for each digit after the decimal point.
